Swedish Committee for Afghanistan (SCA)

Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives concerning Health, Education, Rural Livelihoods and Community Governance with a total annual budget of roughly USD 40 million. The total number of staff is around 6000 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and three Liaison Offices. In Sweden SCA has 22 staff working at the Stockholm Management Office (SMO) and around 4,000 members organized in local chapters all over the country.  
 
SCA activities are based on a Rights Based Approach – to satisfy hunger and live with dignity is a right, not a gift. SCA emphasizes that women have equal rights and should have the same opportunities as men. Through our programmes we support the empowerment of women.  
SCA operates in 14 provinces in Afghanistan and contributes to stability in an unstable country. The programmes are predominantly implemented in rural areasFor more than 35 years SCA has been present among those in Afghanistan with the greatest needs; despite war and conflict. SCA has decided to stay as long as needed.

Disability Programme Unit (DPU)

Disability is a crosscutting issue within SCA programming, and the organization has strategically included persons with disabilities as right holders in all its five strategic objectives. The organization implements both community and institution-based rehabilitation programmes along with inclusion of disability in health, rural development and education programmes.

The comprehensive rehabilitation and inclusion programmes of the organisation include five sub-components namely social integration, employment support, special and inclusive education, physical rehabilitation services and capacity & institutional development. In addition to that disability programme provides technical support for inclusion of disability in health, education and rural livelihood programmes.

The Disability Programme Unit (DPU) based in Kabul Management Office (KMO) leads programme development process and provides technical support to the Disability Project Management teams in Regional Management Offices (RMOs) and other programme units of SCA under the guidance of the Director of Programmes.

DPU’s mandate includes:

  • Strategic oversight of the Disability Programme components, including programmatic support, process monitoring and technical backstopping; implemented through Project Management Teams (PMT) in four RMOs.
  • Strategic programme development including evaluation, studies, assessments and reviews.
  • Technical guidance to other programme units to mainstream disability and other vulnerable groups in their respective programmes.
  • Steering, information sharing and crosscutting integrations through facilitation and participation in various meetings and trainings.
  • Capacity and institutional development of the disability programme staff and major stakeholders of the programme.
  • Networking and coordination with Ministry of Education, Ministry of Public Health, MOLSAMD and other actors in disability sector at national and international levels.

 

Scope of Work

The Senior Disability Programme Specialist role mainly focuses on two areas that include a) strategic and technical input to the programme development, and b) planning and reporting.

Under the line management of the Disability Programme Manager (DPM), the Senior Disability Programme Specialist has a central advisory role in designing, strengthening and developing of the disability rehabilitation and inclusion Programme for ensuring long-term outcomes. S/he guides processes related to policy, strategy and methodology, and provides technical support for result-based planning, monitoring and reporting. The role encompasses strategic work on the institution and system levels as well as capacity building of key disability programme and other programme/project staffs.


Responsibilities

Following are the areas of responsibilities of the position in order of priority:

1. Strategic and technical input to programme development:

With the operational management laying down under the management of RMOs, KMO Disability Programme Unit is expected to be more focused on programme development, strategic guidance to the RMOs and technical back for inclusion of disability in other programmes. Keeping that in mind, the Senior Disability Programme Specialist’s role focuses on:

  • Under the direction of the DPM, leads development processes of disability programme policies, strategies, technical guidelines and manuals by feeding in new programme development perspectives and experience from other countries with similar contexts.
  • Strategy development, design and innovation of inclusion work ensure that SCA Programmes are inclusive and disability oriented with a focus on reaching to the most marginalize men, women and children with disabilities
  • Provide systematic technical advice to implement high quality disability intervention and development of inclusive policies, programmes, strategies, guideline and manuals.
  • Provide effective technical guidance and contribute to bring synergies with other SCA programmes in the process related inclusive development policies, programmes, strategies, guidelines and manuals
  • Take the lead in developing and designing of disability development and inclusion programme related concepts, studies, and evaluations, with inputs from RMOs based on pro-poor and marginalized groups’ perspectives reflecting the needs identified at the community level.
  • Lead the process of development of concept notes and proposal in line with SCA strategic objectives, mission and vision and SCA value
  • Ensure that the disability project units at the field level are pro-actively involved in the development of concept notes and project proposals in line with strategic objectives, mission and vision of the SCA.
  • Oversee implementation of and follow up of the SCA accessibility assessment of KMO and all project and field offices. Lead and coordinate development of recommendations for improvement, accessibility guidelines and criteria, and a proposed budget.
  • To facilitate the evaluation and studies within the disability programme and actively follow-up the progress made towards the recommendations proposed by evaluations, studies, and third- party monitoring in accordance with the management responses/action plans.
  • Support planning and reporting unit, HRGU and M&E in capacity building of KMO and RMO programme staff on Rights Based Approach (RBA), results- based planning and reporting. This can include mentoring, coaching, and hands-on support.
  • The Senior Disability Programme Specialist functions as generalists in the programme, however, more specifically supports the programme in transitioning from individual/medical model to social model and rights-based approach to disability and mentoring inclusive development process.
  • Advise on ways of working and to share experience with civil society organizations, especially DPOs, government and other partners
  • Participate in external thematic networks

 2. Planning and Reporting:

  • Leading the annual planning, reporting, and proposal development processes within DPU is the primary responsibility of the DPM, the Senior Disability Programme Specialist develops quality narrative report and workplan with inputs from RMOs and submits to the DPM for final review before submission to the next level within the organization.
  • The Senior Disability Programme Specialist also takes the lead in strengthening bottom -up planning and reporting by building the capacity of concerned RMO staff. Support the RMO staff in strengthening participatory planning and reporting to ensure that the target groups’, including men, women, boys and girls with disabilities actively take part in planning, implementation and reporting processes.

 

Monitoring and Evaluation

  • Technical monitoring and recommendation for appropriate changes in disability programme
  • Collaborate with M&E Unit to strengthen disability inclusion in systems monitoring and evaluation
  • Support quality documentation and reporting to monitor progress and learning in programs

Competency Development and Capacity Building

  • Identify training needs of key disability and other programmes’ staff on disability and inclusive development and other topics, designing training programmes and facilitating linkages with training institutions and consultants
  • Support Civil Society & Capacity Development Unit on institutional capacity development of civil society organisations (DPOs) partners in areas such as training needs assessment as well as designing and facilitating internal and external training activities, workshops and seminars

Entry Requirements

Qualifications:                 

  • Master’s degree, or equivalent, in relevant professional field. Preferably in, Disability Studies, Disability and Development, Disability Policy & Planning, Community Based Rehabilitation or other technical field related to the disability sector.
  • At least seven years of relevant work experience in senior positions in large disability organisations within international development, including processes related to disability programme and project design, policy, strategy and advocacy.

 

Essential skills and experience:

  • Very Good understanding and practical experience of community-based rehabilitation, inclusive Development, mainstreaming, policy making and advocacy on disability, both at a practical and conceptual level
  • Good understanding and experience of inclusion strategies in a development context
  • Experience of mainstreaming human rights and gender equality in programmes and projects
  • Very good understanding of social model and rights-based approaches to disability and knowledge of participatory methods and tools
  • Skilled in results-based planning, reporting, and the proposal development
  • Experience from working abroad in developing countries, countries in conflict and/or post conflict and Muslim countries
  • Experienced in team building and being a good team player in a cross -cultural context
  • Experience of working with DPOs and professional associations
  • Experience in staff capacity building
  • Excellent analytical, facilitation, networking, and communication skills
  • Excellent command of spoken and written English

Desired competency

  • Previous experience from Afghanistan or a similar environment
  • Familiarity in Afghan culture and local languages (Dari or Pashto)
  • Capacity development of grass-root disabled peoples’ organisations
  • Have participated in HEAT-training or other security training
