Reporting to:  Country Director

Immediate subordinates: Deputy Administration Director and the Heads of Units in Service Support, ICT, Procurement, Logistic and Health Supply Chain.

Scope of Work

The Administration Department is headed by the Administration Director who is responsible for the supervision and coordination of Service Support, Information & Communication Technology, Logistics and Procurement functions within SCA Operations in Afghanistan.

The Administration Director analyses, develops, standardises the procedural and regulatory frameworks (e.g., manuals, control systems and cost-efficiency mechanisms), training as well as providing technical backstopping across SCA Administrative units’. 

The Administration Director shall bring specialized competence from international experience to develop and ad international value to SCA´s programmatic needs of administrative support.

The Department comprises of approximately 100 staff members. The Administration Director reports to the Country Director, and is a member of the Country Management Team

Responsibilities

General

  • To promote gender equality, non-discrimination with regard to ethnic, political and religious background in the Organisation and all Admin Department processes.
  • Inspire managers and co-workers to attain goals and pursue excellence and focus on result-based performance, service-mindedness and build capacity of the Admin Department staff within the existing SCA Annual Performance Management and staff development.
  • Contribute to a strengthened pro-activeness of the Country Management Team within the realms of strategic cost efficiency, value for money effectiveness and an Administration Department that is free of corruption and wastage.
  • Identify opportunities for Organisational improvement, inventiveness and make constructive suggestions for change special focus on the Automation of procurement and warehousing process within the Kabul Management Office and Regional Management Offices.

Supervisory Tasks

  • Supervision of the Head of unit of Service Support, Information & Communication Technology, Logistics and Procurement and Health Supply Chain functions and work with them to improve their technical and managerial skills.
  • Conduct periodic field visits and identify training needs and need for technical backstopping to the Service Support, Information & Communication Technology, Logistics and Procurement functions.
  • Provide technically supervision to the of Service Support, Information & Communication Technology, Logistics and Procurement function the different Regional Management Office’s.
  • Provide day to day supervision of the Deputy Administration Director who is assigned specifics tasks by the Administration Director

Technical Tasks

  • To lead and coordinate development, implementation and maintenance of efficient and transparent systems, structures, policies, rules and regulations within the Service Support, Information & Communication Technology, Logistics and Procurement and Health Supply Chain Units and also training of staff in related areas in other Departments and the Admin functions/units at the Regional Management Offices
  • To proactively enhance anti-corruption measures and systems within the Department and related works across SCA.
  • To improve and standardize procurement processes and systems for storage and distribution to SCA projects.
  • To take an overall lead in larger bulk procurement processes.
  • To oversee provision of technical support to other Departments in areas of Administration with particular focus of Regional Management Offices.
  • To supervise and provide support in development of result-based annual plans, budgets and procurement plans

Finance tasks

  • Be responsible for budgeting and planning within the department and approve costs for payment according to SCA rules and regulations.
  • Be responsible for Investment Planning and Budgeting and approve cost falling within the Investment Budget.

Training tasks

  • Through transfer of own knowledge and skills, enhance the ability of the Administration National staff at SCA by organising biannual seminars /workshop/training forums.

Tasks of relation with external agencies

  • To develop and maintain good rapport and contacts with local and Central Administrative, labour, customs, immigration and other officials that ensures SCA conformity to national laws and customs and to minimize bureaucratic restrains on project implementation.
  • When necessary, liaison with other NGOs/partners to pursue dialogue and common recommendations towards national authorities

Entry Requirements

Qualifications:                          

  • Academic Degree at master’s level, preferably in Business/public Administration, or equivalent documented experience
  • A minimum ten-year record of progressively responsible experience within international Development management, of which at least seven years on Senior positions

  • Essential competence:
  • Professional profile and experience within Supply Chain management and Administration
  • Demonstrated work experience in team management, including financial and administrative management of a Unit or Department
  • Strong records on strategic and procedural development of human resource administration, competence Development of staff and performance management, Administrative Operations
  • Experience of planning and implementation of operational policy/manual reviews, as well as administrative systems, tools and processes
  • Experience of security/risk/crisis management
  • Excellent command of spoken and written English
  • Experience from work in conflict/posts conflict areas and Muslim countries outside of Afghanistan
  • Experience from work within international development and/or humanitarian work

Desired competence:

  • Understanding of rights-based development theory and approaches
  • Previous experience from Afghanistan
  • Participated in HEAT-training or other security courses
